Lietuva turi suteikti Romuvai valstybės pripažintos religinės bendrijos statusą

Senovės baltų religinė bendrija „Romuva“ (toliau – Romuva), kuri nuo 1967 m. skiria visas pajėgas
lietuvių tapatybės stiprinimui, dar 2017 m. teisės aktais nustatyta tvarka pateikė Teisingumo
ministerijai prašymą suteikti valstybės pripažintos religinės bendrijos statusą tikėdama, kad Lietuva
jau pribrendo tam, jog būtų įvykdytas istorinis teisingumas ir atiduota pagarba visiems tiems, kurie
atnešė senąjį baltų tikėjimą iki šių laikų. Demokratiją mūsų šalyje užtikrina Lietuvos Respublikos
Konstitucija, kurios 26 straipsnis pripažįsta žmogaus laisvę išpažinti ir skleisti religiją arba tikėjimą.
Religinių bendruomenių ir bendrijų įstatymo 6 straipsnis nustato, kad religinė bendrija valstybės
pripažįstama kaip kultūrinio, socialinio ir dvasinio palikimo dalis, o jos mokymas ir apeigos
neprieštarauja įstatymams ir dorai, bendrija turi visuomenės palaikymą ir praeina 25 metai nuo
bendrijos pirminės registracijos Lietuvos Respublikoje.

Teisingumo ministerija pateikė išvadą, kad Romuva visas šias Įstatyme nustatytas sąlygas atitinka.
Nepaisant to, 2019 m. birželio 27 d. Seime vos šešių balsų persvara buvo priimtas sprendimas
nesuteikti Romuvai valstybės pripažintos religinės bendrijos statuso. Balsavimo rezultatus
neabejotinai nulėmė ne tik išvakarėse Seimo nariams išplatintas kitos religijos atstovo (Lietuvos
vyskupų konferencijos pirmininko arkivyskupo G. Grušo) beprecedentinis priešiškas laiškas, bet ir
Seimo narių pasisakymai, kurstantys religinę nesantaiką ir skleidžiantys šmeižtą apie Romuvą, be
jokių įrodymų apkaltinant ją netgi ryšiais su KGB ir Kremliumi.

Religinės nesantaikos kurstymą ir šmeižto skleidimą draudžia Lietuvos Konstitucija ir kiti teisės
aktai, todėl kelia abejonių minėto Seimo sprendimo teisėtumas. Tai pabrėžė ir Europos etninių
religijų kongreso (ECER) prezidentas Andrasas Korbanas-Arthenas viešai pareikšdamas nuomonę,
kad Seimo sprendimas, paveiktas stipraus Romos katalikų bažnyčios spaudimo, reiškia ne tik
didžiulį Lietuvos Konstitucijos pažeidimą, bet ir prieštarauja Europos sąjungos pamatinių teisių
chartijai bei Jungtinių tautų visuotinių žmogaus teisių deklaracijai.

Tuo remiantis, mes nesutinkame su Seimo sprendimu ir reikalaujame jį nedelsiant persvarstyti, kad
būtų suteiktas valstybės pripažinimas Baltų religinei bendrijai „Romuva“ laikantis Lietuvos
Respublikos religinių bendrijų įstatymo, Lietuvos Respublikos Konstitucijos ir tarptautinių teisės
aktų.

Help Romuva in our effort to be recognized as an official religion in Lithuania

The religious community of ancient Baltic faith “Romuva”, giving all efforts for the strengthening of Lithuanian identity since 1967, in 2017 appealed to the state in order to be accepted as a recognized religious community in hopes that Lithuania is ready for historical justice and for deference to those that carried the ancient Baltic faith into our times. The Constitution of the Republic of Lithuania guarantees the democracy in our country, and in the 26th article it affirms the religious freedom of faith and expression. The 6th article on religious communities states that a religious community is to be recognized by the state as a cultural, social and spiritual heritage if its teaching does not contradict the laws and moral values of the Republic of Lithuania, if the community has the support of society, and if it has been active for 25 years since its initial registration.

The Ministry of Justice gave a verdict that Romuva fulfills all of the requirements above. In spite of that, on June 27th 2019 the parliament (Seimas), by a margin of 6 votes, arrived at a decision not to give the status of a recognized religious community to Romuva. The results of the vote were indubitably influenced and led astray not only by a hostile letter of a representative of another religion (the head of the Lithuanian conference of bishops, G. Grušas), but also by statements of some members of the parliament which induced religious enmity and slandered and accused Romuva, without any evidence, of having connections with the KGB and the Kremlin.

The legitimacy of the decision of the Seimas is questionable, since the instigation of religious enmity and the spread of slander is prohibited by the Constitution of Lithuania and other juridical acts. This point has been stressed by the president of the European Congress of Ethnic Religions (ECER), Andras Corban-Arthen, who argued in his public letter that “the decision by the Seimas, under strong pressure from the Roman Catholic church, represents not only a gross violation of the Lithuanian Constitution, but also contravenes important treaties and agreements such as the Charter of Fundamental Rights of the European Union and the United Nations’ Universal Declaration of Human Rights“.

On these grounds, we do not comply with the decision of the Seimas and we demand that it uphold the Constitution of the Republic of Lithuania and other international juridical acts, according to which Romuva must be accepted by the state as an officially-recognized religious community.
